Isoko sat on a stool outside the Fire Nation embassy, flipping through a newspaper. Fire Lord Zuko had asked not to be disturbed, and though she had an arranged meeting with several important things to discuss with him, she was observing his wishes. He would return to the outside world when he felt ready to face it, she was sure. And in the meantime, she was enjoying a quiet moment to herself, enjoying the sunshine. Even being a nonbender, Isoko could not help the natural Fire National's tendency to bask in a warm patch of sun like a house pet.
Someone tried to enter the building. It was not one of the guards on duty: Isoko knew the sound of their shoes. Isoko put her hand across the door, not looking up from her paper. "I'm afraid the Fire Lord has asked to not be disturbed. Please return at a later time."

It had been awhile since she had seen Zuko, she knew how busy he was with all of his new duties to the Fire Nation, but hopefully he had a moment to talk to her. Katara didn't really have a whole lot to do since Aang was doing his own thing and wanted to ask if Zuko needed help with anything, filing paperwork, running errands, anything of use really. She always liked lending a hand to a good friend. Katara's mind was completely caught up in the moment as she headed towards Zuko's quarters, then everything came to a halt the moment Isoko spoke.
Katara smiled at the guard and just thought that she was making a mistake. She understood why Zuko wouldn't want to be disturbed by random people, but she wasn't just some random stranger at all. "The Fire Lord is a really good friend of mine, i'm sure that he would want to see me," Katara told her, thinking that the guard would let her in without a second thought. The last time that Zuko's guards didn't let her in hadn't ended so well... She had just wanted to talk, but they attacked her instead. That was quite awhile ago though, back at Yu Dao, back before the world had started to change as much as it had.

Oh yes, they got that one quite a lot. Usually political activists or floozies. Iso glanced up from her paper, unable to decide yet which one this girl was.
"The Fire Lord has asked to not be disturbed, really good friends or not. He's busy, he wants some time to himself. You can wait out here with me if you like, but you can't go inside." One handed, Iso folded her paper back together, then flipped it to the back to read that side.

Katara could understand why the guard didn't let her into his office right off the bat, people probably wandered in all of the time and claimed that they were friends of the Fire Lord. Just protocol, no big deal, all she needed to do was explain who she was and then would be able to visit her friend. Katara casually crossed her arms and nodded, thinking that they were on the same page. "Oh, well could you at least tell him that i'm here? I'm Katara by the way," She told Isoko, hoping that it was all cleared up. Zuko would surely let her in now, right? After all, she was just there to visit and help out.

"Oh, well could you at least tell him that i'm here? I'm Katara by the way,"
Isoko put her paper down and silently looked at Katara. It was a very intense look, as if she were analyzing the girl's very soul.
"I. Cannot. Go. Tell. The FireLord. Anything. The FireLord. Asked. Not. To be. Disturbed." Iso said very slowly and deliberately, hoping this time her message would be heard. This person did not understand how leaving someone alone worked. "Trust me, if it was that easy, I would already be inside talking to him."
Through with her paper, Iso began to fold and re-fold it, finally tearing out perfectly sized squares. She couldn't go in and get one of her scrolls to read, this crazy would just sneak in behind her and bother the FireLord, and then it would be on her head.

The moment Isoko spoke slowly, Katara scowled. She wasn't some moron that didn't understand what she had said, so she didn't want to be treated like that. Katara tried to be rational about it, but it was irritating to be made a fool of for just wanting to visit her friend. Rather than bicker with the guard over visiting him right then and there, Katara had something else in mind. "When will Zuko not be busy?" Katara asked. It seemed like a simple enough question, a peaceful way to settle without any fighting.

Iso considered this, ignoring the lack of respectful title from the girl. It was, for once, a rational question. That was movement in the right direction. "Usually when he sticks his head out the door looking for someone to give him information on what he'd missed while being holed up like that. Or ordering lunch be brought up to him. Or, well, anything that the Fire Lord does that isn't locking himself in his room to go over paperwork in silence." She began to fold a paper crane. "I've been here over an hour already, and he technically has to see me at some point to get news of what's going on in the city." Iso shrugged. "Being FireLord is much like any other job, I imagine, in that you don't learn everything overnight. He'll fall into a good rhythm eventually."

And now Katara felt like she was just wasting time there. Who knew when Zuko would need something and leave his little cave of silence and solitude? If he was going to refuse to see anybody, even his closest friends, Katara wasn't just going to stand there and wait on him all day. She could go out, explore the city, then come back later and hopefully be able to see him. Katara wanted to tell the guard that she was there to help, but knew that would do absolutely nothing but cause even more of a rift. "I understand." Katara replied simply, "Would you let Zuko know that I stopped by?" It was just a little too weird to call her friend 'The Fire Lord' rather than Zuko.

Isoko finished her crane, and glanced up at the second story of the building. Not a sound was coming from there.
"I'll let him know if I see him. Honestly, I may just give up and come back later, so I might have to tell the guards. I still have plenty of paperwork of my own to do." She balled up the crane she had just finished folding. "I know the FireLord wants daily reports, but he needs to find time to actually receive them."

It sounded like Zuko was wayyyyyy in over his head and needed help. Hopefully, when she got the chance to offer her help, he wouldn't be too stubborn to accept it. As much as she liked traveling, Katara was never too busy for a friend and would gladly stick around to help out with what ever needed to be done. Katara sighed softly, if only she could get to Zuko's office... she could be helping him at that very moment and not just wasting time. If worst came to worst, she could always ask Aang to relay a message or something. It was times like these that she wished that she were a bit more well known, that way guards would know that she's not just some crazy person off the street.
"That's actually the reason i'm here. I was hoping to help him with paperwork and what ever else he might need since i'm not traveling with Aang at the moment," she explained, not really expecting Isoko to believe it or not. "I hope Zuko isn't working himself to death..." The more Katara thought about it, the more she worried. "Are you sure that there isn't any way that I can see him?"

Isoko had started on another piece. This time, a lotus. "My dear, if there was any way to intrude without invoking his wrath, I would have already finished my reports and had been off to do other work."

Now she had two choices, stick around and wait for awhile or go elsewhere and come back. At first, the choice seemed obvious, Katara didn't want to just wait around, but it almost seemed rude to just leave Isoko alone when she looked so bored. If they didn't get along, it's not like she just couldn't leave and come back later.
"I don't think i've seen you around here before, are you new?" Katara asked curiously.

"I have, unfortunately, been delayed by the transfer of the princess to new facilities." Iso admitted, folding back the petals of her lotus blossom carefully. "I am Commander Isoko, Head of Fire Nation Transitions and General Well-Being of Firebenders and Fire Nationals in Republic City, though I have no problem breaking up issues amongst other city dwellers, no matter their backgrounds. That is to say, I do all the paperwork moving the people who wish to move, and I act as an interim police chief until the government becomes autonomous and can select its own." There, that was a pretty lotus. Iso placed it on the window sill next to her.
